WOMEN’S GOLF COMMITTEE
of Rockville Links Corporation
By-Laws – Revised 2013
Article I – Name
The name of this organization shall be The Women’s Golf Committee of the Rockville Links Corporation.
Article II – Object
The object of this organization is to maintain the integrity of the game of golf while stimulating good fellowship and sportsmanship among its members.
Article III – Membership
Section 1
Any woman or Senior Daughter 22 years of age or older, having golf privileges and a United States Golf Association handicap, may play in tournaments by paying the annual tournament dues.
Section 2
Women junior golfers, under the age of 18, may vie for a Junior Championship should there be two or more junior golfers. After having competed in the Junior Championship, she may be invited to qualify with the women should they have Qualifying Rounds. She may be eligible to play in the Women’s Championship by invitation only and at the discretion of the Women’s Executive Board.
Section 3
The annual dues (subject to change) are payable to the member’s club account. If a member’s dues are not paid, she is ineligible to play in any tournament. There will be no refunding of dues.
Section 4
The acceptance of membership in this organization shall bind each member to uphold all provisions of the By-Laws and to abide by all decisions of the officers acting within its jurisdiction. It is the responsibility of each individual to familiarize herself with the By-Laws and the rules of play.
Article IV – Officers
The elected officers of this organization shall be:
- General Golf Chairwoman
- Co-Chairwoman
- Tournament Chairwoman
- Secretary
- Treasurer
Ex-officio members may be consulted as advisors or mediators. They may attend Executive Board meetings and speak, but may not make motions or vote. These officers comprise the Executive Board, and shall perform the duties prescribed by these By-Laws.
Section 1 – General Golf Chairwoman
- Presides at all meetings
- Appoints all sub-committee chairwomen
- With the Tournament Chairwoman, prepares the tournament schedule and coordinates with the Men’s Tournament Chairman
- Presents an annual report at season’s end
- Leaves complete records to assist successors
Section 2 – Co-Chairwoman
- Performs duties of the General Golf Chairwoman in her absence
- Assists the General Golf Chairwoman as needed
Section 3 – Tournament Chairwoman
- Plans and conducts all competitions (except Met Team matches)
- Delegates responsibilities and communicates tournament formats
Section 4 – Secretary
- Keeps records of all meetings
- Handles correspondence
- Posts meeting minutes within 10 days
- Assumes Treasurer’s duties in her absence
Section 5 – Treasurer
- Maintains financial records and budget
- Disburses prize funds and expenses
- Tracks individual standings
- Assumes Secretary’s duties in her absence
Section 6 – Vacancies
Any vacancy in the Executive Board shall be filled by vote of the remaining members.
Article V – Meetings
Section 1
Two scheduled meetings are held each year: one in early spring and one in the fall. The General Golf Chairwoman sets the dates.
Section 2
Additional meetings may be called by the General Golf Chairwoman or Executive Board.
Section 3
Fifteen percent of total women golf members constitutes a quorum.
Section 4
Meetings or votes may be conducted via electronic devices if necessary.
Article VI – Parliamentary Authority
Section 1
These By-Laws are subject to the By-Laws of Rockville Links Corporation, Rockville Links Membership regulations, and the Men’s Tournament Rules.
Section 2
These By-Laws supersede the 11th edition of Robert’s Rules of Order, Newly Revised unless silent on a topic, in which case that edition governs.
Article VII – Nominating Committee
A Nominating Committee of five members prepares a slate of Executive Officers for approval at the Annual Fall Meeting.
Section 1
- At least 45 days before the Fall Meeting, a general meeting is held to select the committee
- The General Golf Chairwoman appoints 2 members (1 as Chairwoman)
- 3 more are nominated and seconded from the floor
- Nominees must be present
- Committee members must resign if nominated for office
Section 2
- The slate is posted 30 days prior to the Fall Meeting
- Other nominations must be supported by a petition with at least 10 signatures and posted 20 days before
- Nominations may be made at the meeting if a position is vacant
Section 3
- Each member has one vote
- Approval requires a two-thirds majority with a quorum present
- Absentee ballots must be requested in writing at least one week before
Section 4
- Officers are elected for two years or until successors are elected
- Officers may be re-elected to different positions
Article VIII – Sub-Committees
Section 1 – Rules Chairwoman
Responsible for rule infractions and interpretation of USGA and Local Rules. Assists with competitions as needed.
Section 2 – Handicap Chairwoman
Maintains accurate handicap records for all women golfers.
Section 3 – Women’s Metropolitan Golf Association (WMGA)
The Met Rep and Team Captains are appointed by WMGA members and fulfill WMGA duties.
Section 4 – Additional Chairwomen
Appointed by the General Golf Chairwoman for:
- Ringers
- Mixed Foursomes
- Husband & Wife
- Member Guest Days
- Senior Championship
- Publicity
- House
- Sunshine
- Championship ...and others as necessary. Written instructions will be provided for each position.
Section 5
Officers and Chairwomen submit reports before the Fall Meeting for inclusion in the annual report.
Section 6
The General Golf Chairwoman is an ex-officio member of all committees except the Nominating Committee.
Article IX – Amendment of By-Laws
By-Laws may be amended by a two-thirds vote with a quorum present, provided that notice has been posted or sent at least one week in advance.
Article X – Definitions
- Member – A woman golfer 22 years of age or older with golf privileges.
- Golf Committee – The group of elected officers.
